It is hereby promulgated that the Measures of Wuhan Municipality for the Administration of Bus Lanes have been adopted at the 182nd Executive meeting of Wuhan Municipal People’s Government on August 1, 2016, and shall be implemented as of October 1, 2016.

 Measures of Wuhan Municipality for the Administration of Bus Lanes 

 

  

Article 1   In order to strengthen the administration of bus lanes in this Municipality, standardize the driving order on urban roads, guarantee the bus priority, and improve the service efficiency of bus transit and urban roads, these Measures are formulated in accordance with the Law of the Peoples Republic of China on Road Traffic Safety, the Measures of Hubei Province for Implementing the Law of the People's Republic of China on Road Traffic Safety, the Regulations of Wuhan Municipality on the Administration of Urban Public Passenger Transport and other laws and regulations, and in the light of the actual situation of this Municipality.   

Article 2   These Measures are applicable to the planning, construction, passage management and facility maintenance of bus lanes of this Municipality. 

Article 3   The bus lanes as used in these Measures refer to the driving lanes specially reserved on urban roads for the passage of buses (including school buses and motor coaches with 19 and more seats, the same below) within the specified hours.  

The bus lane facilities include roads, signs and markings, stops and traffic signals, technical monitoring equipment and other intelligent traffic management systems.   

The specified hours shall be announced to the public after the municipal traffic administration under the public security organ works out a plan jointly with the municipal administrative department of transport and submits it to the Municipal Peoples Government for approval.   

Article 4   The municipal administrative department of transport shall be responsible for the planning and construction of bus lanes as well as the comprehensive coordination of its passage management; and the municipal administrative agency of urban public passenger transport shall be responsible for the daily work.    

The municipal department of land planning shall, jointly with the municipal department of development and reform, the municipal department of transport, and the traffic administration under the municipal public security organ, formulate bus lane plans for implementation after approval by the Municipal Peoples Government.  

The administrative departments of construction at the municipal and district levels shall incorporate by year the urban roads designed with bus lanes into the urban construction plans, and supervise and urge the relevant developers to launch the development plans simultaneously.  

The traffic administrations under the public security organs at the municipal and district levels shall, based on the municipal bus lane plans, arrange signs and markings, and install and maintain traffic signals, technical monitoring equipment and other intelligent traffic management systems, and shall exercise management over the passage order of bus lanes according to law.  

The departments of finance at the municipal and district levels shall, jointly with the departments of construction and the traffic administrations under the public security organs, arrange the funds for the construction, signs and markings, and maintenance of bus lanes.  

Article 5   Formulation of bus lane plans shall take into account the bus priority, service efficiency of urban roads, saving of travel time, and improvement of traffic environment, and opinions shall be extensively solicited from public transit enterprises, taxi companies and the public.  

With regard to any adjustment of a bus lane plan, the municipal administrative department of transport shall, jointly with the traffic administration under the municipal public security organ, propose an adjustment scheme, and after soliciting opinions from public transit enterprises, passenger taxi companies and the public, submit it for approval in accordance with the legal procedures.  

Article 6   The setting and adjustment of bus lanes shall conform to the municipal bus lane plans, with consideration of the factors including road conditions, traffic flow, passenger flow and taxi parking.  

Article 7   Where bus lanes are built on the existing urban roads, the traffic administrations under the public security organs shall arrange signs and markings, and install traffic signals, technical monitoring equipment and other intelligent management systems, and the municipal administrative agency of urban public passenger transport shall be responsible for arranging bus stops.  

Where bus lanes are built on new, reconstructed or extended urban roads, the administrative departments of construction shall supervise the road developers to arrange signs and markings, install traffic signals, technical monitoring equipment and other intelligent traffic management system, and build bus stops. The signs and markings, traffic signals, technical monitoring equipment and other intelligent traffic management systems may be put into use only after being accepted by the traffic administrations under the public security organs; the bus stops may be put into use only after being accepted by the municipal administrative agency of urban public passenger transport.  

Article 8   With regard to new, rebuilt or extended roads with bus lanes, the departments of gardening and forestry shall make an overall greening plan, so as to ensure the normal passage of bus lanes. For roads with bus lanes, the departments of gardening and forestry shall trim in appropriate time the shade trees on both sides or in the middle of the roads or the trees in the greenbelts to ensure the normal passage of buses and the normal use of monitoring equipment.    

Article 9   Buses driving on bus lanes shall abide by the following rules: 

(1) driving in order, without overtaking, overspeed driving or deliberate low-speed driving; 

(2) entering the correct directed lanes at intersections;  

(3) in special circumstance such as traffic restriction, obeying the command and dispatch of the traffic administrations under the public security organs and the municipal administrative agency of urban public passenger transport.  

Buses shall not drive on non-bus lanes arbitrarily. Where change of lanes is necessary under a special circumstance, driving at a reduced speed is required, so that the passage of other vehicles is not affected. 

Article 10   Except buses and emergency vehicles, no other vehicles may be parked at bus stops or in the road sections within 30 meters from bus stops (particularly stop boards). It is forbidden to drive non-bus vehicles on bus lanes within the specified hours.  

Non-bus vehicles shall conform to the following provisions, if their driving on bus lanes is necessary within the specified hours:  

(1) police cars, fire engines, ambulances and breakdown lorries performing urgent tasks may, in the premise of ensuring safety, drive on bus lanes; and 

(2) in the event that a serious traffic accident or emergency has occurred on other lanes and only the bus lane is available for passage, non-bus vehicles shall drive on bus lanes under the command of traffic police and the guidance of traffic wardens and in the premise of ensuring safety, and shall, after passing the scene of accident or emergency, leave the bus lane immediately.   

Article 11   The traffic administrations under the public security organs shall strengthen their administration over the passage order of bus lanes, and investigate and punish the acts violating the passage order of bus lanes according to law.    

Article 12   Bus companies shall provide bus drivers with periodic training and education on normalized driving, optimize their bus operation dispatch, and maintain their buses and bus-mounted stop guidance facilities timely, so as to improve the passage efficiency of bus lanes.     

Article 13   Passengers shall wait at bus stops in order without occupying bus lanes or scrambling. Where a bus encounters a traffic accident or any other emergency, passengers shall obey the arrangement of the driver or conductor for bus change.  

Article 14   The following acts are forbidden on bus lanes: 

(1) parking illegally;  

(2) damaging, moving or marking over bus lane facilities; or 

(3) cleaning vehicles on bus lanes, or setting up stalls or piling up sundries at bus stops;  

Article 15   Whoever violates the provisions of Article 10, Items (1) and (2) of Article 14 of these Measures shall be punished by the traffic administrations under the public security organs in accordance with the Law of the Peoples Republic of China on Road Traffic Safety and the Measures of Hubei Province for Implementing the Law of the Peoples Republic of China on Road Traffic Safety. 

Article 16   Whoever violates Item (3) of Article 14 of these Measures shall be ordered by the departments of city administration to make corrections and be punished in accordance with the Regulations of Wuhan Municipality on the Administration of City Appearance, Environment and Sanitation.  

Article 17   These Measures shall come into effect as of October 1, 2016.
